The International Livestock Research Institute (ILRI) is seeking to recruit a consultant to analyze the impacts of flooding in Ethiopia and set up an early warning system for flood risks using the WRF Hydro model.

The International Livestock Research Institute (ILRI) works to improve food and nutrition security and reduce poverty in developing countries through the pursuit of efficient, safe and sustainable use of livestock. It is the only one of the 15 CGIAR research centers entirely dedicated to animal agriculture research for developing countries. Co-organized by Kenya and Ethiopia, it has regional or country offices and projects in East, South and South-East Asia as well as in Central, East, Southern and West Africa. www.ilri.org

Work’s extent

The consultant will have to perform the following tasks:

1. Evaluate hydrological processes using an offline WRF-hydro model

  • Install, configure and test the WRF-hydro model offline
  • Make preliminary forecasts for certain areas prone to flooding

2. Build an early warning system for flood risks using the WRF-hydro coupled model.

  • Install, configure and test the WRF-hydro coupled model
  • Make preliminary forecasts for certain areas prone to flooding
  • Prepare an early warning system for flood risks for certain flood-prone areas
  • To assess the spatiotemporal variability of WRF-hydro simulated water flows in Ethiopia. This includes evapotranspiration, soil moisture, runoff, etc.

3.Investigate the main weather contributors of extreme flooding in Ethiopia

  • Perform a literature review
  • Realization of case studies
  • Prepare peer-reviewed journal articles based on the case studies

4. Organize capacity building training for NMAs and subnational meteorological offices on the use of WRF-hydro:

  • Prepare manuals on configuring and using WRF-hydro offline
  • Prepare manuals on the configuration and use of the coupled WRF-hydro

Finished products

The expected deliverables will contribute to:

  • The construction of an early warning system for flood risks using both the WRF-hydro model offline and coupled
  • Preparation of training manuals that will be used for capacity building training on the use of WRF-hydro models
  • Manuscript to be submitted to a peer-reviewed journal.

Consultation fees: Monthly based on agreed milestones and deliverables

Position of the position: Consultant base

Expected travel locations: East Africa region.

Duration: 5 months

Maximum working days: 100 days

Essential skills and qualifications

  • PhD degree in meteorology, atmospheric sciences, fluid dynamics, hydrology, water resources engineering, hydrometeorology and related field
  • Five years of professional experience in East Africa
  • Experienced user of WRF and WRF-hydro models
  • Strong knowledge and experience in programming in Python, Matlab and use of CDO, NCO, shell script and Linux operating system
  • Impeccable English writing and editing skills
  • Very organized, detail oriented and strong initiative
  • Ability to work independently.
